Biography

A member of the European Committee of the Regions since 2024, Clare serves on the ENVE (Environment, Climate Change and Energy) and CIVEX (Citizenship, Governance, Institutional and External Affairs) Commissions. She has been an elected member of Clare County Council since 2014 and has served as Mayor of County Clare and three times as Mayor of Ennis Municipal District.

Prior to entering elected office, Clare practised as an attorney in Florida and as a barrister in Ireland, served as in-house counsel with De Beers Industrial Diamonds, and lectured at the University of Miami. Her work at European and local level includes a particular focus on energy infrastructure, sustainability and the role of local and regional government in delivering the energy transition.
